That all depends how much calf-muscle exercising you do. If you do Pointe, your whole leg will get strong--but not bulky. Ballet doesn't really give you hulking muscles.
I would imagine it's their core or abdominal muscles because of all the balancing on one leg or en pointe.

Using an exercise bike works your glutes and hip flexors, plus leg muscles.
I have taken ballet since i was six and am very glad that I have strong legs because they help you to have more strength in turns and leaps. the only problem is that you have to try harder to be graceful to make up for your strength. I have huge leg muscles because I also play soccer in high school. Either way if you work hard at dancing leg muscles should only help you if you have good technique and work on being graceful.

Leg muscles are deep to the skin of your leg. The skin is superficial to the muscles.
The muscles that flex and extend your finger are not as large as those in your leg. As a result, the biochemical processes that cause muscles to flex are limited. Trying to exert leg-force with your hands is a bit like using a moped to haul a boat.
