a 14 year old boy shouldn't workout too much as his muscles are still forming and growing. Exercises that will help to enlarge the pecks are barbell bench press, incline barbell bench press, decline barbell bench press, and decline dumbbell bench press.
Sam Harvill from Shiloh Christian in Arkansas currently holds the worth record for bench press for 15/16 yr olds by doing 515 lbs. he also broke the record for 13 yr olds and 14 yr olds. not sure bout ne others so far since he is still 16, but he did 56 reps on bench for 185 lbs.

it will depend on what kind of bench it is :P
A regular 13 year old with dumbbells should be lifting around 8-11 kgs max. You need to be able to do at least 7 reps per set. For bench press, 15-50 kgs max would be enough. For deadlift around 100kgs would be good. I'm a strong 12 year old and my dumbells are 8 kg for 6 reps. Bench press, 25kg for 10 reps. Deadlift is 87kgs. I'm a 13 year old and I started by bicep curling 5kg each hand, and over a few months, I can now curl 10-15kg, depending on what my energy levels are. Just work hard and regularly and you'll build it up.
