That is a tough question to answer because there are so many levels of running fitness. An adult male runner that has been training might be able to run at under a 5:00 mile pace so they could easily run 1.5 miles in 7:00. An unfit adult male who doesn't work out or is a smoker probably couldn't run a mile so at a walking pace they could do it in just over 20:00. Unfortunately I think the latter is more predominate, but if you are working out and jogging regularly 15:00 (or a 10:00 mile pace) sounds reasonable.

To Add to this: I am in the military, work full time (more actually) and am good physical shape. I'm 28. I ran the 1.5 run in 10:10 today. I run many miles a week to be able to get that time. As far as the 7:00 1.5 run, good freaking luck! I have never in my 6.5 yrs in the military seen any 'regular' (meaning non-collegiate/olympic runner) person achieve a time that low. The lowest of the 'regular' people that train hard has been 9:00 or low 9:00's. The time alloted for the 1.5 run is 12:45.
