Depends on the country but more like the mid 90's or even 2001 for Sri Lanka

There are some odd matches between 2001 and 2008 that had one largely to do with cricket not being played on a full moon sunday.

Last cricket math with rest day was played in England in 2001. Presently their is a rest day between the Sri-Lanka Bangladesh Test Series played in Mirpur.
