The answer is probably the same as the the answer to the following question: Are people who ask questions dumber than ...those who don't? or for that matter ...those who answer?
Perhaps one should ask why a person would spend time asking a question which, clearly, would be impossible to answer since 'dumber' is subject to a wide range of measure types & definitions. Not a metric like 'height'.
In general, if I may be allowed to venture a guess here, I WOULD be willing to bet without hesitation or a doubt in mind that the vast majority of Football and/or Soccer players or any age or nationality are less dumb than the author of your question.
Football players are undoubtedly tougher than soccer players. Football players tackle each other every game, slam into each other, pile on top of each other, and is the sport most prone to injuries and concussions. Soccer players are tough for running endurance, but football players run hundreds of yards a game, just not as much as a soccer player. In all, football players are tougher than soccer players. Soccer is tougher because you don't wear protection from head to toe like in football. Where in soccer you tackle,kick,shoot and all that stuff without protection.

Probably more soccer players. But it is hardly fair to limit only one side to just one country. America has only 300 million of the over 6 billion people in the world. I would bet that there are more American football players than Tunisian soccer players.

That is true in a way. In the US basketball is more popular than soccer. That is why basketball players are paid more. In other countries, soccer is more popular so soccer players get paid more. Soccer in the US is becoming increasingly popular. Soon soccer players could be paid as much as basketball players.

It's hard to say, generally soccer players all need to be very quick, but in rugby some players do little running. Brian Habanna is probably the quickest rugby player in the world and may be quicker than Cristiano Ronaldo when running, however a 20st forward would be slower. The quickest rugby and soccer players may be similar, but the slowest soccer player would be quicker than than slowest rugby player.
If you are talking about soccer than in total there are 23 (including the referee and 11 a side) but if you are talking about American football then i don't know.
