In light of the extremely elaborate opening and closing festivities, I would say that the Olympics still qualifies as a festival. It is certainly not limited strictly to athletic competition.
To unite each part of Greece for these one games (Olympics), and to stop all war until the games were over. Just for fun, really. :P

Women were also allowed in the case that they owned a horse that was being used; as long as it was a man.
