The Winter Olympic Site changes with every new Olympics. This year the Winter Olympics are not being held in Europe. The are being held in Vancouver Canada. The last time they were held in Europe they were held at Torino, Italy in 2006.
Prior to the 2010 Winter Games in Vancouver, that was the 1988 Winter Games in Calgary.
The first summer Olympics were held in 1896. The first winter Olympics began in 1924 concurrently with the summer Olympics. 1992, the IOC held separate Olympics alternating in 2 year spans, i.e. winter Olympics last held in 2006, summer Olympics last held in 2008.

The last Winter Olympics in the US was in 2002 in Salt Lake City. The last Summer Olympics in the US was in 1996 in Atlanta.
At that time, both the Winter Olympics and the Summer Olympics were being held in the same year. Both Olympics were held in 1976 and then in 1980. It wasn't until 1994 that the Winter Olympics was separated from the Summer Olympics by 2 years.

The Winter Olympics is held every four years, just like the Summer Olympics. Since 1988 they have been held two years after the previous Summer Olympics date. Prior to that time, they were held in the same year as the Summer Olympics was held.

Instead of holding both Olympics in the same year, starting in 1994 the Winter and Summer Olympics are now held two years apart. The next Winter Olympics will be held in 2010 and the next Summer Olympics will be held in 2012.
There were no 1978 Olympics. Both the summer and winter Olympics of that time were held in the same year, and every fourth year. There were Olympic games in 1976 and 1980, but none in 1978.
