At that time, both the Winter Olympics and the Summer Olympics were being held in the same year. Both Olympics were held in 1976 and then in 1980. It wasn't until 1994 that the Winter Olympics was separated from the Summer Olympics by 2 years.

The Olympics are every 4 years. There were Winter Olympics in 1968 and 1972, but, not in 1970. The idea of have the Summer Olympics and the Winter Olympics in different even number years is something that was started just a few years ago. The two events used to be held in the same year. There were Summer Olympics in 1968 and 1972 (where the Israeli athletes were murdered), but, no Summer, or Winter, Olympics were held in 1970.
