depends on ghe training agency and YOUR definition of 'elementary diver' definition. Some agenice allow students as low as 10 years old!!!! check out NAUI, PADI, YMCA or SII for general purpose guidelines, but most agenices have a limit of 40' ~60' for 'entry' level divers
