Toronto Argos with 16.

As of 2013, all eight CFL teams have at least one Grey Cup victory to their credit. As of 2014 there are nine teams: the new Ottawa Redblacks have no Grey Cup wins unless you count the wins by the Ottawa Rough Riders.
Winnipeg Blue Bombers, who have played in 24, winning 10.
Winnipeg Blue Bombers with 10 (last in 1990) after Toronto Argonauts' 16 and Edmonton Eskimos' 13.

in 2011 each CFL teams get close to 2 million per team. The TV deal is up in 2012 and the CFL should be able to double the current deal to around 160 million for 5 years, which would give each team 4 million. Then every team in the CFL will turn a profit
Montreal Alouettes Um no actually that was the Saskatchewan Roughriders thank you.
The Edmonton Eskimos? Nope. The Eskies have 13 Grey Cup victories, all since 1954, but the Toronto Argonauts have 16 wins, going back to 1914. Ten of the Argo wins came between 1914 and 1952, including a threepeat in '45, '46 & '47. The Green and Gold do, however, have the most Grey Cup appearances, with 22. And I'm not counting the 2 losses in 1921 and 1922, because it was not the same team, just a team with the same name.
The Grey Cup is awarded to the winning team of the Canadian Football League. On November 19th, 2006, the BC Lions defeated the Montreal Alouettes and won the 94th Grey Cup.
Yes. In the 1990s the governors of the CFL thought they could expand the league into the United States. A number of new teams were created, most of which quickly folded. Only the Baltimore team did well, winning the Grey Cup in 1995. However, the next year the Baltimore team was moved to Montreal and that was the end of American teams in the CFL.
Saskatchewan Roughriders no doubt.
