Yes. They are the defensive specialist and rotate completely through the back row until they get to the front row. After this they sub out. Since the libero is on the roster, they are on the team. Plus there is a libero card for the scorekeepers to keep track of the liberos subing.
There is not always a libero. It is the coaches decision to have or not to have a libero, just like it is his or her choice to field any other position on the team.
