You are probably allergic to something in the pool water. It might have had too much chlorine, or algae, or some other chemical that irritated your skin. Take some diphenhydramine ("Benadryl") and call your doctor if it gets worse or doesn't go away in a couple of days.

If it is a swimming pool, the chlorine in the water dries ot our skin.

I have the same problem. My Dermatologist just brushed it off saying it was eczema, It's really disgusting and it hurts too! Even when I just get it wet!
