Rarely is one part of the foot used universally to pass. Most good players use many parts of their boot depending on the requirements of a pass. For instance if you simply wished to play a short, straight pass where the speed or power was tame, then generally you would use your instep, called a side-foot. If you were playing a longer pass you may use the top of your instep or even laces. If you feel a little fancy or can only use one foot, playing the ball with the outside of your boot obviously gives a degree of curl opposite to that of your instep.
