The referee in Volleyball has the final say on out/in. They have 25 hand signals at the ready to make the most accurate decision when in a Volleyball game. There is the 1st Referee, 2nd Referee and the Linesmen which contribute to the decision whether it's in or out.
The umpire assists the referee. If you need two people( like I do... :D ), I don't know the second person.

Traditional scoring is this: 1st game goes to 25 points and you must win by 2 points. 2nd game also goes to 25 points and you must win by 2 points. 3rd game happens if one team one the 1st match and the other team won the 2nd match. Teams play to 15 points in the 3rd game and switch sides at 8 points. You must win by 2 points.
