They just aren't. Some teams are in the AFC, some are in the NFC. My guess is that the NFL didn't want two teams so close to each other to be in the same conference. Similar to the 49ers and Raiders. Or the Jets and the Giants.

Div means division and conf means conference. There are 2 conferences, the AFC (American Football conference) and the NFC (National Football Conference). Each conference has a bunch of teams from all over the country. For example the NY Giants are part of the NFC and the NY Jets are part of the AFC.
