Yes. The act of taking a step away from the base keeps a pitcher thinking about you. You, the baserunner, are helping to distract the pitcher, making it harder for him to concentrate on the batter.

When a batter is hit with a ball, it is a dead ball. Runners may advance to the next based only if they are forced to do so (e.g. If there are runners on first and third, only the runner on first may advance because they are 'forced' to go to second. The runner on third remains on third).

Actually there is no rule in the Major League Rules that the runner has to touch base after each pitch. He must after a foul ball or caught fly ball. Even though runners in almost all leagues do touch after each pitch including the major's it is not a rule in Official Rules: 7.00 The Runner that he must:

Yes. But if the runner is tagged by someone holding the ball while off the base, the runner is out. Thus, a pitcher -- or even the catcher! -- might throw the ball to the base where a runner is lazily standing too far from the base.
