Well, not cheating per se, but kicking a loose ball would result in a 15-yard penalty for illegal kicking.
The only legal kicks are punts, placekicks and dropkicks, and they each are allowed only in certain circumstances.

Assuming the player in touch caused the reason for stoppage (not some other player on the pitch) then it had to have been some form of misconduct. A foul cannot happen off the field of play. The referee would not stop play merely because a player left the field as long as he did it in the normal course of play.
Hand ball is a foul called to a player who accidentally or intentionally touch the ball from the hands to the biceps of a football player. If the hand ball is intentional, the referee may give a card to the player who did it (yellow or red card). The only player that is allowed to touch the ball with any part of his body is the goal keeper.
The referee controls the game and therefore may speak to whomever they wish. The assistant referees may also talk to the players.

It is technically still allowed, but it is rarely phrased like that. The key is, does the referee feel there was the intention to move towards the ball, or was there an attempt to move the hand/ arm out of the way of the ball. If the referee thinks the the player unintentionally hit the ball, then it is ball to hand, and play continues.

Yes, because the player can either be asked to move back and do so, or stay there and not listen to the referee. If the player does not listen to the referee he/she wil be cautioned.
Substitution is allowed during any stoppage of play with the permission of the referee.
The ball is allowed to touch the net. No part of any player is allowed to touch the net. Players may touch the ground on the opponents side of the net with their foot as long as they pick their foot up directly up off the ground and bring it back to their side of the court. They may not drag their foot back to their side of the court. If a player falls and lands on the opponents side of the court it is considered "under the net" and causes a point and/or sideout.
