A player, one not the goal keeper, may not deliberately handle the ball.
The designated goal keeper may deliberately handle the ball their hands when the ball is within their own penalty area.
There are four cases where the GK may not do this...
a Soccer ball can touch any part of the body except the hands or arms.This applies to the 10 out field players. Goalkeepers are allowed to use hands and arms in addition to any other body part in the 18 yard box only. Out side that area they too cannot use hands or arms to make contact with the ball. However, whist its an offices to use the hands/arms to make contact with the ball a referee may judge that the contacts was ball to hand meaning that the play could not possible have move that body part in time to prevent contact

Soccer you use your feet, volleyball you use your hands. In volley ball the ball is mostly in the air, and in soccer, the ball is mostly on the ground.
This means that the ball is rolling towards the player and the player places their foot behind or on top of the ball to stop the ball from rolling past them. More advanced players usually try to tap the ball a little bit in front of them so that they can start moving with it instead of just stopping it under them.
