A player, one not the goal keeper, may not deliberately handle the ball.

The designated goal keeper may deliberately handle the ball their hands when the ball is within their own penalty area.

There are four cases where the GK may not do this...

  1. The GK should release the ball within 6 seconds after taking possession.
  2. The GK may not handle a ball passed directly by a team-mates foot.
  3. The GK may not handle a ball directly from a team-mates throw-in.
  4. The GK may not handle a ball they have released until another player touches it.

a Soccer ball can touch any part of the body except the hands or arms.This applies to the 10 out field players. Goalkeepers are allowed to use hands and arms in addition to any other body part in the 18 yard box only. Out side that area they too cannot use hands or arms to make contact with the ball. However, whist its an offices to use the hands/arms to make contact with the ball a referee may judge that the contacts was ball to hand meaning that the play could not possible have move that body part in time to prevent contact

There a few exceptional cases when they may not. For example, if their own teammate passes the ball to them with their foot.
