Either. It depends on the situation. The player covering 2nd is usually determined by who is at bat, the runners on base, and, primarily, the team manager. The second baseman and the shortstop usually will signal each other before each pitch, who will be responsible for covering 2nd. This is done by whichever infielder has been designated to give the signal to the other, and is done by covering the mouth with the glove, looking at the other infielder and either opening the mouth, or closing it. An open mouth means the other player is covering, a closed mouth means the signaling player is covering. Open mouth mean you (the other player), closed mouth mean me (the signaling player).
