You just have to get a license. Some countries' football organizations organize special coaching camps, you pass one -> you gain a certificate -> you get through next one -> you gain a higher level certificate -> ....... -> you may call yourself fully licensed coach.
But the title itself doesn't make one a football coach. In my opinion (one of a few american football coaches in Poland), an appearing coach ought to play some football, one should know the great feeling of being knocked-down and have some practice on the field to be able to understand players' practical problems.
