If a receiver is knocked out of bounds by a defensive player and the official believes the receiver would have come down in bounds with both feet had he not been contacted by the defender, then it's ruled a completed pass. ---- This rule has been changed for the 2008 season. There is no longer a 'force out' rule in the NFL.
Both feet must touch the ground for the pass to be complete. Once both feet touch the ground, the offensive player can be forced out and the play is still complete.
No, it is ruled an incomplete pass
As long as the player is not ruled out of bounds it is a touchdown. The goal line technically extends past out of bounds.
one ruled by a dictator who has complete authority
If they are inbounds when they catch the ball, it is okay. Catching it out of bounds doesn't count, even if you were pushed. And if you caught it inbounds, but were pushed out of bounds before your feet came down, it can be ruled as a legal catch.
Men (that are not military) were forced to go to war only when conscription was ruled in parliament.
If the player controlling the ball touches the line with eirther his body or the ball, the play is ruled dead and possesion is turned over to the opposing team.
The Ball is still in play. Back surface is the only out-of-bounds part of the backboard. (Supporting elements, such as pipes or poles or arms, etc. are obviously not part of the backboard or rim and are out of bounds.)The ball traveling OVER the top of the backboard is OUT of bounds. I believe this rule was put in place because Wilt Chamberlain would score from the other side of the board. Some sources say that if the backboard is 'fan shaped' or arched top, then the over-top rule does not apply, but does if the backboard is rectangle. It's amazing to me how many times this happens at the gym and players call it out of bounds. Cmon! You gotta know the rules if you want to play the game. No one ever knows this rule, but here it is:Rule 4, Section I - c. All five sides of the backboard (top, bottom, both sides and front face) are in play. As long as the shot stays on the top of the backboard, it is still in bounds. When it falls through the basket, the goal counts. But once the ball crosses over the backboard - regardless of where it comes to rest - it is out of bounds.
First of all remember that Caesar was not an emperor. He ruled as a dictator under the republican form of government. After his death, the second triumvirate ruled for 14 years before Octavian gained complete power and was the sole ruler.First of all remember that Caesar was not an emperor. When any part of the ball or any part of the ball carrier touches the out of bounds line, the ball is out of play.

Evillene, the Wicked Witch of the West in The Wiz, ruled over the four flying monkeys. She also ruled over the Winkies, whom she forced to work in her sweatshop.
