I saw this wandering around the internet, and the answer is no. It's a subset of double dribbling, which is against the rules. It's a very difficult mistake to make, though, so I've never seen it occur in the NBA.

no. if both hands touch the ball at the same time, it cannot be dribbled again. it is called double dribbling.
