I saw this wandering around the internet, and the answer is no. It's a subset of double dribbling, which is against the rules. It's a very difficult mistake to make, though, so I've never seen it occur in the NBA.

To shoot a basketball you have to bend your knees and push up with your right hand and jump.

You bent down and hold your hands on the side of the ball (If your a kid) If your not a kid then bent down hold one hand on the bottom of the basketball and the other on the side of the basketball. Then, Jump! and aim the basketball properly!

You want your hand and elbow positioned underneath the basketball so you can push the ball in an upward arc allowing the ball to drop into the hoop instead of flying through the air in a flat trajectory.
