Yes and no. Once a soccer match has begun, it must be run in its entirety (both 45 min. halves). PLAY can be stopped for fouls/injuries/etc. When these stoppages of play are added up, the referee will decide how much stoppage time, (added minutes) if any, to add to the end of either half. The only time the game-play clock is stopped is if there are too few players on each team, in which the game has already been played. Example: both teams get 5 red carded players a piece. Leaving both teams with 6 players a piece left on the pitch. Most association football teams follow the suggested amount of 7 players. Also, REALLY bad weather can stop a match. And when I say REALLY bad, I mean it. Because many football matches are played in the rain/snow.

Yes, but it is very rare. I have seen games stopped due to lightning and thunderstorms but have never seen a game stopped due to any other type of weather.

No, they can't. The match official (mostly the referee) has the power to do that.
