No you are not allow to do that. It is strictly against the rule.
A penalty pass is different from a free pass in netball because: A free pass is awarded to the opposing team because the infringement made by the other team only affected one player (stepping, replay, breaking) BUT A penalty pass is awarded to the opposing team because the infringement made by the other team affected two or more players (contact, obstruction)
The penalties in netball are contact and obstruction, intimidation also comes under the category of these two penalties.

The advantages of dodging in Netball is that when you dodge the person marking you gets confused as to where you are so then they lose their concentration! Also if you dodge around them you are able to retrieve the ball from your team mate and also your able to intercept a pass.
what happens is you are sent to the other side of the court for stepping and the other player gets a free shot or pass where they are standing................................
i'm a professional netball player, therefore i will answer your question. If you break a minor rule you will have to stand by the players side doing nothing until the ball leaves their hands, then you can move again. It's called a penalty pass.

One of the rules in netball is the obstruction rule. This is where a player is less than a meter away from a player on the other team. However this only applies if the opposing player has the ball. If the umpire calls obstruction then a free pass is taken and the perpetrator has to stand by the player's (the player who is taking the pass) side until they throw the ball. xx
An attacking player in netball is the players that are trying to get the ball to their goal side. These players include WA (Wing Attack), GA (Goal attack), GS (Goal Shooter) and C (Center). note that these positions are still allowed to defend but their main purpose is to get the ball to their side of the court.
