I think the most important thing is to define what you mean by skateboard coach. Do you mean someone to help a young skater with the actual act of Skateboarding, or more of the how-to-get-started-in-Skateboarding-for-a-career type of coach?
Both will be somewhat hard to find in any legitimate sense, simply because part of the allure of skateboarding is that, simply put, there are no coaches.
The cheapest skateboard you can buy is $10 at Walmart. It is really bad quality, but it would work for your first month or less of skateboarding. Walmart skateboards range from $10-$50, but they are all pretty bad quality. Next go to your local skate shop (Tactics or something) and talk to them about a beginner level deck.
