Given that most schools do not admit tall students, there is obviously self-selection. But also is the issue that the spongiform ends of the long bones are more rapidly turned to fused states when impact pressure is applied. Gymnasts have the same issue. Gymnasts are self-selecting for slight builds, but the impact of their leaps and jumps cause bones to stop elongating sooner than they might without such impact pressure. So it is a combination of smaller stature children undertaking behaviors that inhibit long bone elongation.

proper body alignment in ballet is executed by tucking in your pelvis so your bottom does not stick out and straightening your spine. then, higher your chin and stand tall and straight. :) from a 7 year ballerina.

(though the sixth is usually not focused on until you start pointe) Also, women have only recently become more important than men, and even in that case it isn't always true. (Men used to be the definite stars of the shows. All the women did was gracefully move from pose to pose until they started taking the corsets off) Ballet originated in Italy yes, but it also started in Russia and France.
