That is Ashia Hansen with a jump of 15.15 meters in 1997.Hansen jumped 15.16m indoors in Valencia in 1998. The best outdoor jump by a UK athlete is 14.96m, also by Hansen in Munich in 1999. She jumped a wind assisted 15.00m in the same competition.
