Research yields that a Brian Gamlin in 1896 proposed the sequence of modern dartboards to ensure that darts was more about skill than luck... hence, there are small numbers to each side of the large numbers.

The sequence as it is 20-1-18-4-13-6-10-15-2-17-3-19-7-16-8-11-14-9-12-5

Mathematically speaking there might be a formula, however, documentation shows that Gamlin simply wanted to decrease chance hits and force players to concentrate.
