The short answer is that the politicians of Baltimore back in the 70s/80s would not build Robert irsay a new stadium. The colts were not drawing at the time and the city of Baltimore thought of better things to do with their money.

On the other hand, Indianapolis had built a brand new stadium and wanted a team.
