Trick question: The pole used in pole vaulting may be any length. There are no restrictions as far as how long a pole can be or how much a pole can weigh. Poles are rated by the weight of the person using it. Looking at a site that sells poles they come in lengths from 7 feet to 16 feet.
Pole-vaulting techniques have changed slowly since it was first introduced but it most dramatically was changed when the fiberglass pole was introduced.

That depends on the individual and the meet. If its a small meet and the athlete is well conditioned then i say go for it. I used to run the 400m hurdles in the mids of pole vaulting. I would say i set any records after that but i could generally do well as long as i had a little time to recover. During larger more important meets i would choose one or the other if they are close together in time.
