There has been no given answer by the IOC, but many figure that it was grouped with Baseball. Also, the venue costs are high. Supposedly, too few countries play, but it is ranked 14th in number of participating nations. Many agree anti-American feelings were a factor. Some people also thought the USA was too dominant but Japan's upset win in 2008 sort of debunked that.
