Well, I'm not sure, but it seems that it is because being a serious athlete isn't as important here as other things. Kids play few sports in schools, and the most adults usually do is play a little cricket in the parks here and there. THere are exceptions of course. There are schools that have Field Hockey teams and there are people that send their children to tennis academies, but it's not a priority like it is in other countries. And usually it's the wealthier class that gets those opportunities, so it's not something that just anyone can get involved in. That's my guess.
