This is very hard to determine. There are hundreds and hundreds of different leagues and age groups in soccer, so it greatly matters what would count, and what would not. I would start by professional national teams. The kind that plays in the world cup and such. There would be as many as there are countries in the world, but then the question of what would be certified as a country, and what would not (colonies and such that belong to countries but are not really part of them) comes up
