That is generally refered to as the "toning up" principle; its what you do to "look good." As a general rule though you need to do both mass building (low rep, heavy weight), and toning work to "look good" if you are lifting weights for cosmetic reasons. If you are looking for functional strength though, you have to stick with cals mixed in with low rep heavy weight strength training. For total strength, you need both cals, AND weights, not to mention untold galons of protein. Generally speaking, you only get stronger, if you are young and healthy enough, and murder your muscles through cals and weights, while loading up on protein. Thing is though, if you do that for a whole year, you need to rest, completely, for a whole month, to allow your body to detoxify; all that concentrated protein, like all concentrated food material, is toxic. It helps build muscle, but too much, for too long, with no break, becomes toxic. Why do you think that, even doing everything right, diet, supplementation, etc, sometimes you feel like crap? That is your body telling you you've been poisoned and you need to stop. However, if you give it time to detox, one month per year roughly, a whole month, over time the body will adapt and develop reistance to protein supplementation, and you will feel like crap less and less.
