Ninjutsu is a form of martial arts. To learn Ninjutsu one must know and learn the 18 disciplines. Some of those disciplines include Kenjutsu which is sword techniques, and Bajutsu, horsemanship.
You can look online to find a ninjutsu dojo near you. You could also use YouTube to find videos of ninjutsu techniques and learn from that.

Yamanaka Ino did not learn "Copy Ninjutsu". What she has is called the Mind Transfer Technique. This is a special jutsu past down from one Yamanaka to another. Kinda like a Kekkei Genkai. Don't mistake this for one though.

Well, if you want to learn "authentic" ninjutsu then the answer is NO. But... ninjutsu was actually a set of skills that were tough family heritage. Sword fighting, unarmed combat, climbing, poisons, explosivers, etc.... If you learn an master these skills then you are theoreticly like a "ninja".... Again the only problem is that there are no more ninjas today so you can't be a ninja no more than you can be a gladiator but a person with some remarkable skills. If you want to call yourself a ninja ...ok anyway is just a name.
