Go to Google maps and look up Ninjustu lessons in wherever you live. For example, Ninjutsu lessons in Hatboro, PA. There may be a place that teaches ninjutu near you. Now if you want to learn real traditional ninjutsu, go to the Hunbo Dojo in Japan. You will learn for the Ninjutsu Grandmaster, Masaaki Hatsumi.
Those that know ninjutsu certainly use it. It can be used and abused. Ninjutsu is a specific branch of the Martial Arts originating in Japan. It is not a generic name and is not a common art. Probably the biggest abuse is the large number of places that claim to teach ninjutsu without actually having learned it. There are a number of organizations with solid links into the learnings of Ninjutsu, so do your homework carefully before selecting a school.

All martial arts are better or worse based on the amount of interest and dedication the practitioner puts into training them. There is no finite better or worse in martial arts, only the tests of time and fighting. If you enjoy training Kung Fu, Karate, or Ninjutsu, then it is best to train what holds your interest and your efforts best, so you can achieve your goals to the fullest! Interesting combinations though: Muay Thai can be enhanced with certain Kung Fu's iron body training. Karate can enhance throws and ranged attacks for Muay Thai. Ninjutsu is generally illegal in sport fighting, but great to add to Muay Thai for dirty fighting and clinch work since it often implies Judo-esque throws and elbows/knees. Good luck in your training!
Yes. It has a combination of 9 schools of ninjutsu, and is taught in a very modern matter. It also has fantastic teachers and students.

Ninjutsu is taught today through the Bujinkan, which is a collection of nine ryu-ha (lineages) - 3 specifically Ninjutsu and 6 being of Samurai origin. There are quite a few Bujinkan training locations in Southern California - some actual dojo's and others training groups that meet in public places (like parks). If you're close to Moorpark, CA, there is a Ninjutsu dojo, called Todai Dojo. They have a website, Moorpark Ninja).
