Uneven bars can be outside but it is safer if they are inside. When inside, mats can be placed under the bars but while outside the ground is can be very hard even with mats and increases the risk of injury. What you practice depends on what type of gymnast you are. If you are a boy, you'd do rings, pammel horse, parralel bars, and stuff like that. If you are a rythmic gymnast, you'd use ribbons, do floor dances, ect. And lastly, if you are a girl gymnast, you'd do bars, beam, floor, and vault.
Gymnasts perform\compete at what is called a gymnastics meet, which is where gymnast in competitive gymnastics do a routine on every event (bars, beam, floor, and vault). Then once every gymnast has performed they have awards where gymnasts get placed by score in 1st through whatever place.

It can be bad when a gymnast is on bars because too much friction between the bars and the hands can cause calluses/skin to rip off and leave the skin raw and/or bleeding. This can make practicing on bars very painful for a gymnast.

Friction is important for a gymnast in two ways. A gymnast's hold on the bars in not possible without sufficient friction between the hands and the bars. At the same time it is desired to decrease friction on the skin to keep hands from developing painful blisters and rips. Grips are used as a solution. Grip provides sufficient friction between its surface and the bar and reduces effect of friction on the hands. (MZJ)
