The International Olympic Committee, or IOC selects the future host cities. Interested countries put together official bids, which can cost millions of dollars to do. Eventually only a handful of bids will be accepted, and they begin voting on the host cities through a series of rounds. Each round, the city receiving the least votes is dropped from the ballot, until one remains. IOC members are not allowed to vote while their country is on the ballot. If a country is eliminated, those IOC members are allowed to vote beginning in the next round.
