People on bicycles may either be spectators or coaches. Spectators, obviously, just watch the race. It can be very hard and sometimes impossible to see the whole race from a single seat, and the boats move so quickly that it would be difficult to follow them on foot. Coaches follow the teams by this mode for the same reasons, but with different motives. They are watching their team perform, so they can go back and improve on their mistakes in the race on a later date. They also just want to watch their team - otherwise, they could just get the video of the race later on.
