As a Houston Texans fan myself, I unfortunately have to say that they have never been to the Super Bowl. Although, they have been to the playoffs on a few occasions (three to be exact). The first was in 2011, when they lost in the Divisional Round to the Baltimore Ravens. The second was the year after in 2012, when they lost in the Divisional Round again, but this time to the New England Patriots. The last time was last year (2015), and they lost in the Wild Card Round to the Kansas City Chiefs.

This cannot be known as of now, but the Titans showed ability to bounce back after an 0-6 start in 2009 and have cured many roster issues from the 2004-5 period. Id' say they have as decent a shot as any team.
The current Cleveland Browns (the original Browns later became the Baltimore Ravens) have never been to the Super Bowl. The Houston Texans have never been to the Super Bowl. The Jacksonville Jaguars have never been to the Super Bowl. The Detroit Lions not only have never been to the Super Bowl, but they are the only team which isn't an expansion team to not have gone. The 1999 Rams finished 13-3 and defeated the Tennessee Titans in Super Bowl XXXIV. 2) The 2000 New England Patriots went 5-11 and finished last in the AFC East. The 2001 Patriots went 11-5 and defeated the St. Louis Rams in Super Bowl XXXVI. 3) The 2008 New Orleans Saints went 8-8 and finished last in the AFC South. The 2009 Saints went 13-3 and defeated the Indianapolis Colts in Super Bowl XLIV.
