They always were short sleeve shirts and shorts because when you speed skate you have to go really fast and you get hot really quick but some speed skaters buy speed skating uniforms that are very light and very stretchy so you can move your legs easily.
There are many different thigs that you can wear.If you are indoors, you obviously don't want to be wearing a winter jacket, because you would be way too hot. But if you are outside and in the cold, you probably want to wear more layers, but also things that aren't going to make you the most un-aerodynamic thing out there. If you wear a sin suit, like most skaters do, I personally wear a warm, long sleeve shirt and then the suit over top (when I'm outside) But when I'm inside, i simply wear compression shorts and my skin suit.And then you have to wear skates and a helmet and all that too.
Speed skates are designed to fast. The skates are designed with alot of aerdynamics , but must be comfortable to. The answer is speed skates because they have longer blades making turning sharp harder but holding a fast speed easier and in more control.
