Depends on what you mean by 'workout'. Is it workout as in bodybuilding, or workout as in keeping fit?.. If you plan on getting fit, cardio for 25-30 minutes trice a week will do. I recommend running around a soccer ground or something. If you're talkin bout body building, I do not know how your body is structured and how you need to workout. try http://bodybuilding.com for a better workout that suits your physique.
If you want a more thourough workout, then soccer, because you are burning more calories and gaining more leg muscles than in swimming because of the running. But if you want a workout for your arms rather than your legs, than swimming would be better.
