As WWE is aimed to entertain then the people in charge of the company have to decide the outcome on what would be the best. In cases such as The Undertakers matches at Wrestlemania then therefore the better and more entertaining outcome is for The Undertaker to win as it is like a 'tradition', so, yes, WWE do make sure The Undertaker wins. I do not think 'fix' is the right word, however, as it is predicted before hand and both The Undertaker and his competitor know who is going to win before the match starts so they can put together a plan on what to do in the match and when.
