Well, not cheating per se, but kicking a loose ball would result in a 15-yard penalty for illegal kicking.

The only legal kicks are punts, placekicks and dropkicks, and they each are allowed only in certain circumstances.

BTW... You'd probably get better responses if you posted this question under Football Rules, not Basketball Rules. :-)

If the ball or a player touches the ref and it affects play, the ref must award a scrum to the attacking team.
