There are many options in this situation, it is up to the players who shall go first. Usually the player who is farthest from the pin should go first, however it can be agreed by the players that this will be ignored. If he is on the green and asks you to remove the pin or tend it you should do this, and after he has putted you can either leave the flag out or put it back in and proceed to your shot.

Following to rules to the letter, in strokeplay, the person who is farthest away should go first, this means taking the pin out and putting it back in for yourself if you so wish. You can however without penalty waive that and you can play onto the green. In matchplay, whoever is farthest away should go first, unless it is agreed by both players to waive this. But if the player who is closest goes first, you can get them to replay the shot, because they played out of turn.
