Following to rules to the letter, in strokeplay, the person who is farthest away should go first, this means taking the pin out and putting it back in for yourself if you so wish. You can however without penalty waive that and you can play onto the green.
In matchplay, whoever is farthest away should go first, unless it is agreed by both players to waive this. But if the player who is closest goes first, you can get them to replay the shot, because they played out of turn.

If it's matchplay the player who is farthest away ALWAYS go first. If it is stroke play and a player is off the green, but closer than other players, you would usually offer him the chance to go first to come onto the green (that way, the pin can be taken out and kept out) But it is up to the player if they want to come on or not.
