Tampering would be when a team goes behind another team's back, so to speak, to talk to a coach under an existing contract. Teams that are still alive in the playoffs can give permission to a coach to talk to another team. If they don't give permission and another team contacts the coach about another job that would be considered tampering.

It is never fair to compare great coaches from virtually different eras. Both Landry and Parcells won multiple playoff games and NFL championships. The basic difference between them: Landry won with one team; Parcells won with different teams. Parcells will eventually join Landry in Cooperstown someday.
Football coaching is extremely difficult and the coach should be experienced in coaching. Preferably the coach will have already worked as an assistant or even as coach for another team prior to becoming coach for another team.
