The rules change a little from place to place, but in most professional Basketball leagues all players on the court can call a time-out if theur team is in posetion of the ball.
In basketball, each team is allowed a total of 6 timeouts during a game. Teams can call timeouts to stop play, make substitutions, or strategize. Each team is allowed a maximum of 3 timeouts in the second half, with no carryover from the first half. Additionally, timeouts can only be called when the ball is dead or during a stoppage in play.
Baseball is different than football or basketball or hockey in that there is no limit to the number of time outs a team can call during a game. Generally, a time out in baseball only lasts for a few seconds.
In a Philippine Basketball Association (PBA) game, each team is allowed a total of five timeouts per game. These timeouts can be used at any point during the game, but only two timeouts can be called in the fourth quarter. Additionally, teams are allowed one timeout during each overtime period.

Silly as it sounds, the length of a timeout depends upon how many TV commercials have been shown in the half. Besides the end of the quarter and the 2-minute warning, there are 8 additional "TV timeouts" which will extend the length of any given team timeout to 1 minute 50 seconds. Once all of the TV timeouts have been used up, any remaining team timeouts taken will only last 30 seconds.

A time out can be called after the first free throw in a two free throw situation, during live play (when the team has the ball- if the other team has the ball, you cannot call a time out), after the last free throw, and at any other stoppage of play (blood on the floor, official mistake, etc.).
The rule varies from level to level, but in Major League Baseball, and all levels that play by the MLB Rulebook, the team in the field may request "time" for a coach or the Manager to talk to the pitcher. If they request "time" a second time in the same inning, the pitcher must be removed and replaced with a new pitcher. Other than that, there are no limits to the number of times in an inning that "time" can be requested by the players. Only one offensive time-out is allowed per inning for the coach to talk to a batter or runner, but you will see the runners and the batters request "time" multiple times in a single inning. "Time out" is different in baseball than it is in other sports that are "on the clock." In football or basketball when "time" is called, the clock stops. That is why there is a limit to the number of time-outs allowed per team. But baseball is not a sport that has a running clock, except at younger levels such as Little League, so calling "time" is quite different than having a time-out in another sport.

During regulation play teams may call consecutive time outs. Only one timeout can be called at the end of the 4th qtr if a team has a time out remaining. You can not use the 1 additional timeout allotted for overtime until the overtime begins
