Skiing is so expensive because you have to buy skis, boots and poles, which easily add up to over $1000, you have to buy all the clothes, base layer, mid layer, jacketsnow pants, ski socks, gloves, neck warmer/scarf/balaclava, goggles, helmet and a toque (a beanie). All this is mandatory for an enjoyable and, for the most part, a not painful experience. Also you need to get a lift ticket or seasons pass and if you want to eat you need to buy food. The lift tickets are so expensive because at the larger ski resorts they will often have thousands of acres to groom and they need to employ staff and run the lifts which is quite expensive. It is an extremely expensive sport but in my opinion it is well worth it.
The basic answer would be yes. This is because you have to buy or rent skis, boots and poles, and you have to buy a jacket, base layer, mid layer, gloves, helmet (this one is NOT optional!!!) and goggles. You also have to get a lift ticket. Skiing is so rewarding, however, that the cost is very worth it. It is my passion and I recently got some friends into skiing and for the first time ever they can't wait until winter. It is very fun, gives you a good work out and believe it or not it can be a good way to meet people.
Because you need skis, ski poles, shoes and warm clothes. I just got new skating skis, and I got them for $800 (they were 30% off!). I also have classic skis for the same price, and two pairs of poles and shoes. Though, I go skiing on a pro basis. I think you can get all you need for about $200 if you don't care so much about the quality.
no not just for small people any size i guess could do snow skiing if they wanted to.

I think that it just depends where you are. In Colorado, I can almost guarantee that snow skiing is more popular than water skiing. If you are on the coasts or have a large mass of water in your state, and no mountains, then water skiing will be more popular than snow skiing.
