Because there's nowhere to really do either of those things in England. There are six ski resorts in all England and the longest run at any of them is only 650 meters long - short enough that you're at the bottom of the hill before it gets fun. And there aren't bodies of water that freeze hard enough to skate on. English people who like to ski - and there are many of them - just get on a ferry or the Eurostar train, go to Continental Europe, and travel to one of the countries in the Alps, where they have long ski runs.
